Regarding the EPI 2010. Could you clarify if the EPI scores can be, in fact, taken as a percentage (%).

The scores represent proximity to target, with the target being 100. We have not presented these as percentages. Part of the difficulty is that the proximity to target scores cannot be consistently interpreted as the percentage of the way towards a goal.
