The ESI is only available for the years 2000, 2001, 2002 and 2005.  However, it is not possible to do a time series on the ESI.  In the course of producing the ESI in 2000, 2001, 2002 and 2005 we refined the methodology considerably; each new edition of the ESI was different in major ways from its predecessors.  Any changes from a time series analysis are largely artifacts of improved data and methodology. 

For the EPI, we haven’t produced any previous EPI reports, at least not using the same methodology as we utilized for the Pilot 2006 EPI.  We did publish a Pilot 2002 EPI that was quite different than the latest version, and is not at all comparable.  The Pilot 2002 EPI covered only 23 OECD countries.
