Why is there a difference between the population estimates of UN and National Statistical Offices estimates?

National statistical offices do not often agree with the UN estimates for that same country. The older the census, the lower it’s quality, the more likely there are to be differences. That is, the more likely it is that the UN will use some other information to revise the estimate that they get coming out of individual countries.
